One of a series of reports concerning state policies and practices in child care and early education, this report provides highlights and updates regarding state actions during 1998. The report is intended to serve as a supplement and companion to the more comprehensive information presented in "State Developments in Child Care and Early Education 1997." The information in this report was collected through written surveys and phone interviews with advocates in each state. The final draft was reviewed for verification by advocates and state child care administrators in each state. Following an introduction, the report provides information in the following areas: (1) state decisions regarding child care funding; (2) child care subsidy eligibility; (3) state subsidy payment rates; (4) parent subsidy co-payments; (5) child care tax credits; (6) quality and supply: general; (7) quality and supply: care for infants and toddlers; (8) quality and supply: school-age care: (9) quality and supply: odd-hour care: (10) licensing and regulatory changes; (11) Head Start and prekindergarten initiatives; (12) bringing communities together for children; (13) increasing business investment; and (14) changes in child care administration.
